The confusion here may be the naming conventions. Citrix has done a great job confusing people with all the name changes over the years. Program Neighborhood is the full client software that enabled you to make direct connections to a server without Web Interface. It was often called full PN. This was deprecated serveral years ago. Program Neighborhood Agent was the original Citrix client that allowed you to show your app icons on your Windows client device.

To use it, you didn't have to overtly access a Web Interface site; this was done in the background and the applications populated on your screen instead of through a browser. Program Neighborhood Agent (which then became the Citrix Online plug-in) was used in conjunction with Web Interface XenApp 'Services' sites. Of course, the name changes continue with Citrix Receiver.
